Two legislators and five County Commissioners braved the snowy weather Friday to have an opportunity of a life time. Lunch with one of the wealthiest and accomplished gentleman in the world. Representative Josh Cockroft and Representative Mark McBride are authoring legislation that I came up to fund Counties for converting gasoline and diesel work truck fleets to CNG fuel fleets. Boone Pickens has focused on managing Dallas-based hedge funds and pushing his Pickens Plan to boost adoption of wind, solar, and especially natural gas. Plunging natural gas prices shelved a plan to build the world’s largest wind farm in Texas. Instead he’s pushing for a future of natural gas-powered vehicles. He got his start at Phillips Petroleum, then founded Mesa Petroleum in 1956. He led the Swift Boat attacks against John Kerry in 2004. The purposed legislation request a 5% appropriation annually for 5 years from gross production tax designated to General Revenue for the purpose to incentivize CNG technology for county and state agencies. New section in the County Road Improvement Act concerning Circuit Engineering Districts (purposed O.S. Title 69 Section 687.4).
- Purchase or convert to a Compressed Natural Gas fleet vehicles.
- Build the fueling facilities throughout Oklahoma at county owned locations. This would increase the footprint of available fueling stations for not only counties and state agencies but also for the general public.
The funding would be set up and administered by the Circuit Engineering District. Counties would be able to apply for funding to purchase CNG vehicles. The rules and procedures would be written and administered by the Oklahoma Cooperative Circuit Engineering Districts Board. This would provide incentive funding for counties to replace petrol fueled trucks and automobiles with a domestic and cheaper, cleaner burning fuel.
In order to make this transition to Compressed Natural Gas vehicles, the supply of easily available fuel is needed. The fund would be available for counties to build in partnership CNG fueling facilities with private sector CNG distributors. These facilities would be owned by the counties. The concession for operations, selling and maintaining would be bid out to the private sector. In return, the county and state agency vehicles would be able to fuel at a set cost.
